A native of the Washington, D.C. area, Frank graduated Williams College with a degree in history and Russian studies in 1989. He also received a master’s degree in journalism from Columbia University and a master’s in international public policy from Johns Hopkins University School of Advanced International Studies. He has worked as a journalist at The Washington Times, Forbes Magazine, The Arkansas Democrat-Gazette, Defense Daily and LRP Publications. He has also worked as a senior analyst on U.S. Air Force and U.S. Army programs for Science Applications International Corp. and as a consultant on anti-corruption for The World Bank Institute.
